People over internet always discussing this fact of commenting in websites,blogs to get backlink and getting high PR or popularity rank.
In my blog I delete about 50 to 60 such nagging comments-the just copy some of my post text and then link to their website-free lottery,viagra,auto sales etc.

When I started my blog there was no comment,once I got a comment and I was so happy.Instant I clicked and visited to the commenter's website and browse for a while.I saw there are valuable content and I bookmarked it.Visitor to a blog may visit your blog too
Its my normal habit,when I see a blog post I look through the comments section too.There If I see eye catching comment,If I have time I click to see the commenter's blog or website.Good practice to make eye catching comment

Do not just write "good post" or "nice post".Top blogs get this type of comments lots of.Ask question to or suggestion from webmaster
Ask question or more specific suggestion to the webmaster.If he write about a css trick,ask him you tried it but specific part shows this or that error so any suggestions please.The webmaster certainly will reply you and some visitors might try to reply you.There might be some discussion based on your question
